Girlfriend has a neighbor who has been cruelly leashing his poor puppy to a bush all day outside his door for the past couple of weeks without water or shelter, during the hottest time of the year and a heat advisory to boot.
Quick call to animal control...here he is, hopefully owner gets a wake up call and he takes care of his pups from now on.
