I sent a note to HTC, and they replied that basically it's up to Rogers to request that their phones be updated. Obviously, rogers is having some problems in this area.
If you are concerned about the future upgrade ability of your rogers phone, send them a note and let them know where you stand.

I understand how important it is to have the latest updates for your device. For a ROM update to be released for a phone, the carrier must first request that update. Thus, if Rogers requests that an update be made available for your Magic, the update will be released. Should an update become available for your device, it will be found at the Support page for your device at
www.htc.com/ca.
