1) I'm not sure Tasker can do exactly what you want. You want to disable email notifications only, but not other apps (Google Voice, Facebook, etc) right?
The simple way would be to disable Auto Sync. That will prevent anything from syncing and should (I think) prevent email notifications. However, I don't see the point in being connected to Wifi and turning Auto Sync off.
The other, more complicated way, would be to disable Email notifications in the related apps completely. Then, write a tasker profile that notifies you when an email comes in. Finally, disable that profile when you are at home.
2) Not sure. I don't use Juice Defender.
