Same problem here. I've been waiting a week having paid my £20. When I phoned to chase them up, the first person I spoke to said it was out of their hands and told me to ring HTC. The person at HTC sounded extremely fed up with Vodafone and suggested I ring them back and ask for someone who knew what they were talking about. I did this and got the story about high demand. Apparently we're all buying the £130 phone from Argos and then asking for an unlock code. Or could they just be stalling so that we buy more top-ups from them while we're waiting?
