HSDPA is just an extension to UMTS. It works "under" UMTS, hence it uses the same frequency band as UMTS.
However, UMTS itself is made to operate on different freq. bands. As you stated, for Europe that's band I (W-CDMA 2100). On the other hand, both North and South America use band II and band IV is used by some operators in USA (T-Mobile, I think).
So it's all same ole' UMTS.

If you have phone that supports quad-band UMTS (like Samsung i7500

) you can use it in both Europe and America.
