Yes, sorry, you can use google checkout in Canada as a consumer, but not as a merchant. It was my understanding that this is why Google doesn't sell apps in Canada. Perhaps I'm incorrect but either way, this is getting off topic, the original question was if direct billing on apps would give Rogers an incentive to upgrade.
