Because the reply is so convoluted that it implies that they have no intention of doing so. They've obviously been working on 2.3 with the Nexus S for some time now. By doing so, they already know whether or not it would be portable to Galaxy S. If for some wild reason, there isn't a single employee at Samsung that would know whether or not Galaxy S can support 2.3, it should take hours for someone to do the research and find out. The response tells me that they have thought about it and have no intentions to make 2.3 available to Galaxy S users. They are already making excuses on why the update can't be made available.
“Such a review will be based on various factors including, without limitation:
1. the overall effect of such Update to Samsung products
The effect would be a great consumer response due to a great product.
2. the system requirements,
Same processor and RAM.
3. the structural limitations
The Galaxy S is not made of radioactive or explosive materials; it should be ok.
4. and the level of cooperation from the component suppliers and the software licensors”.
Um, isn't that one of the benefits of using an open source OS. What do they need from "component suppliers"? Shifting the blame to other companies, nice. Samsung, you're a joke.
Sounds much too like the template replies the dished out when they were "optimizing" the GPS with an update. They did
send an update in September, but it didn't fix the GPS. Samsung is a bullshit company.

“If Samsung decides to make the Update available to the users after such consideration, Samsung will use its efforts to develop such Update, which may be released to the users upon successful completion of such development”.
