I think it may have something to do with the driver. When you plug in the phone does it say "Found new hardware - ADB"?
Also, before trying the adb shell command make sure your phone is temp rooted. If you have an emulator installed on the phone (free from market), open it up and type...
you should recieve...
then first type...

cd C:\AndroidSDK\platform-tools
and then...
