Yes you have hope, you will want to set up 1and1 as IMAP and then reconfigure your Outlook and Android email accounts to IMAP. Then everybody will play nicely together and it will be a true sync.
If you can do exchange on 1and1, that would be preferable over IMAP I believe, because then you will have "push" notification. The difference is with push, as soon as a new message is received at 1and1, it will send the notification to your phone and your desktop Outlook (any client listening on the exchange server basically).
With IMAP, everything will be in sync as you like, but the difference is your Outlook and your Droid will have to go and "check for new mail" at some interval you specify, versus being notified of when new mail arrives. So, you will have to trade how frequently the Droid checks for mail with battery life. With push, it is "instant" without your phone constantly having to "check for new mail." This is at least how I understand it to work.
Setting up IMAP or exchange is no harder than setting up POP, you just need the right server addresses.
