The 'scalpel' approach of AndyW_Desire didn't work for me. The calendar data deleted fine, then when I tried to re-sync the calendar to pull back the data nothing turned up. Removed whole account and re-added as per Brenny and all is good now.
I think I know what caused it for me. Outlook can add in lists of national holidays in to your account. I deleted one from my Desire but noticed that it didn't go from outlook. It didn't seem to want to give up the event from the exchange calendar because it was part of this national holiday list, and then the sync issues started. Deleting a normal event from the phone is fine. I add, delete and modify from both and have never had a sync error before.
It would be good if there was an error log for activesync so we could see which calendar entry was causing the problem and adjust/delete it from the exchange server.
