Thanks everyone for the feedback. I have finally done the WWE ROM update getting rid of Malaysian ROM. Following is the method I have followed gathered from different threads. Awesome guidance by everyone here...Thanks again for that.
1. Followed the steps upto 19 from here (As mentioned by
capeli) :

2. Did not use QMAT 5.06 here, instead followed the trick mentioned by
Astrotoy7 here to get the Reverse CID and generate GOLDCARD image:

3. Also to get the ROM on Tattoo, just followed Astroroy7's method to run the Tattoo in htc sync mode and run the RUU_Click_HTC_WWE_1.67.405.6_WWE_release_signed_No Driver.exe from desktop and follow instructions from desktop, while tattoo is still conntected through USB with desktop.
4. The difficult part was to get SD card CID code, as I used the 2gb defult msd card and did several attempts to get it formatted in FAT32. As it was giving me write protected and failed format errors but I kept of repeating the format effort and it worked.
