Mark my words, the providers will sell you the cell enabled pc just like they do now with phones. The Nokia tablet is already sold that way. We'll ask the same questions, "which provider is offering Tablet X1?". The billboard I see every day will change from a phone to a pc and say "3G PCs at $0!!". We'll look at $0, $49, $75.98, and jump on the contract instead of the $500 PC that ours to keep and update ourselves.

But sure, at some point enough people will start buying unlocked phones and that will finally change the industry. The industry and the feds won't do it until they absolutely have to. I'm old enough to remember when people still rented their landline phones.
