I guarantee you Verizon monitors for abuse. Who knows what exactly it entails, but if I were to, say, pull 10GB a month on my phone for a year, the system would likely put up some red flags. The bottom line is the vast majority of users don't even come near 5GB a month so unlimited use really comes down to "fair and reasonable". But then again, Verizon may be very relaxed here based on their generous network capacity. I know for FIOS, people pull down crazy amounts of data per month with not a complaint from Verizon, but the all-fiber network is pretty forgiving. Cable is a different story in that it's delicately balanced. The same data usage has resulted in letters to customers because ultimately, the entire branch of the network suffers.
