It is possible to do the update from home via download. But it can cause more problems than it solves, too. Zip has a good suggestion. If you don't mind a complete wipe of your phone (you can back up your contacts and some app data before you do it) it will clear up the issues for you.

Just make sure the store loads the EE19 update onto your phone. (Menu-->Settings-->About Phone-->Build Number)
