Good catch, but I believe this one is for AT&T!

PB99100 (T-mob N1)
supports: GSM850/1900 & WCDMA IV
T-mob is the only U.S. carrier that uses WCDMA IV for 3G

PB99110 (the new filling)
supports: GSM850/1900 & WCDMA II & V
AT&T is the only U.S. carrier that uses WCDMA II & V

As was reported when the N1 came out, AT&T users could use the N1 by using their sim cards but would not be able to access AT&T 3G. This phone seems to address AT&T users specifically.
