Yep that's it.
The whole problem is that Google only has Partial support for Tasks, and no support for Notes (Memos). So there's no sync to either one. Android has no tasks app, and no notes app. That way, Google doesn't look bad, because there's not only no sync, there's no app to sync to. Besides they are copying iPhone which similarly lacks Tasks and Notes.
For the direct sync (USB Sync app in the Android Marketplace) the sync program supplies Task and Memo Apps which are patterned on what long-time Palm users are accustom to. The list order, fields, category and note capabilities are the same. We continue to work on them, so in a few weeks there will be some non-palm Outlook features like category colors, and the ability for one task to belong to multiple categories.
Memos also are patterned after the Palm Treo apps. Fairly simple right now, but also optimized for anyone who has a very large number; like 600 memos, from their Palm Desktop.
CompanionLink is free to try and use for 14 days. So it's ideal for one-time sync. But naturally, we feel you'll be impressed enough to realize that periodic backups are useful just in case your phone gets lost or dropped, to keep the data on the PC.
