Do you have Location Services turned on? To determine your correct location, Android needs access to either the wireless networks around you, the cell towers near you, or your GPS.

If you leave all of these off, then it will not update where you are. Go into Settings and then Location, and turn access to wireless networks on, or you could just manually enter your location in the clock.
