The phone comes with a locked bootloader and not rooted.

The steps above will gain you root. The fastboot unlock code unlocks the bootloader, which is the advantage of Nexus phones. No special program needed to unlock the bootloader -- just launch ADB and type fastboot oem unlock and boom done.
