The difference is subtle and won't necessarily affect battery life.
when coupled with a theme or mod that removed CIQ, it just finishes the job and possibly speeds up boot time slightly as time is not spent trying to register the CIQ service. It also removes the hotspot event monitoring, which saves some space (though I believe that part of flash is reserved so it's not like you gain it back someplace else, it just means that more functionality can be added to the kernel later
) Exactly what HEM did is unknown. It did appear to periodically check the DHD driver to see if it was running in a host mode (i.e. tethering)
