And when a company such as T-Mo does offer unsubsidized pricing for plans if I am not mistaken they give you a pretty crap discount compared to the sorts of incentive money it seems retailers get for selling devices.

I think to make this happen, we consumers need to DEMAND that it does. Tell them we don't want a contract and subsidized pricing, but rather better monthly cost and pay whatever the device costs from whomever we want. As long as most customers are happy with the subsidy regime we are stuck I am afraid as no other carriers seem to want to set things up different.
