I think people are blowing this way out of proportion. This would be like saying that because PepsiCo is making Diet Pepsi, they really don't care about Pepsi anymore. Motorola is only looking at WM7 to diversify their product range (the Moto Q was actually a decent phone anyhow). Ultimately, they probably are just concerned that focusing only on Android makes them vulnerable (which it does). What if Google decided to drop Android? What if something happens that drives customers away from Android? I would be more concerned about Motorola if they weren't looking to diversify.
