I had these settings as well from another i site and i could never upload mms pics it would time out.....so I checked the settings on my daughters phone and noticed that user name setting is spelled correctly, but it did not use all caps (the password however is correct with all caps) So on mine User name:
wap@cingulargprs.com and password CINGULAR1...works...??
