It's because A70 supports Wi-Fi 802.11 b/g only while galaxy y or most of others supports Wi-Fi 802.11 b/g/n...according to me it is a limitation of hardware only.
I m also having wireless router in next room to mine n having just a dot or 1 signal on A70 while other phones supporting b/g/n shows almost full signal..i also checked with mmx a75 which shows almost full or just one less signal...it supports b/g/n...
