My point was this consent is likely the reason that Google doesn't want auto gps toggle since - location services consent by tower is in the same dialog. Again I don't know, it's just speculative.

Dkauf, I'm not following. GPS and Wireless location are two different services. The consent is for the wireless location, not for the GPS. So consent doesn't have anything to do with the GPS or GPS setting.
