Default Overseas...wifi...google voice?

Hello,
So I've had the Sprint HTC hero for a few months now and am going to be traveling to Rome in a couple months. I don't think the phone is going to be able to work on the networks over there correct? Which means no 3G etc...
However! Even if I can't get a cell signal, I should still be able to use the Wifi to get on the Internet correct? Say I'm at the hotel, coffee shop...etc. And if I can do that...then I can use my google voice number to make calls...correct? And since it's an US google number if I call someone in US it won't cost the google international minutes...correct? Now if I call a number in Rome while I'm there via the google voice then I would need to pay international...even though I'm there, but for that I'll use the hotel phone.

Anyone have any experience/thoughts on this?
