I agree they are 2 different services. My thought was that some legal arm (Google, Carrier?) said to the Android folks do not allow toggle switches for location based services. And either they meant only tower based, or they meant gps and it was left off, or they meant to add the consent to gps. Basically there is "some" reason that it was able to be toggled previously and now is it not allowed, my guess was is this is a work in progress. I will inquire further and report back though.
