Yes, often in the UK you get the phone free on contract (so you pay for your data plan and are tied in - for, say 12 or 18 months - to the network company who supplies your phone)
However, it is possible to have a SIM only contract (as I do), or 'pay as you go', in which case you would buy your phone seperately.
So, like you, I would also have to go to the manufacturer for warranty. Samsung have told me that they will not just replace my phone - they want me to return it to them for a month, but they cannot guarantee the ringtone issue can be sorted, as they don't have any idea why it is happening.
They actually asked me why custom contact ringtones was a big issue for me!
I give up!
