I looked on the Google Phone website (the support, issues pissing you off bit!) & this was mentioned by numerous people (basically, everybody outside the States!).
There is a workaround - create a custom news topic (e.g. UK not U.K. like as standard), exit out to the weather app & force a refresh or let it do it automatically. Hey presto, more local news
