There is a bug in the charging system that still has not been corrected in the Android OS (since the Nexus S was released) so 96% is the maximum you will get without using the "Keep awake during charging" and "USB Debugging" settings to fully charge the battery. I gave up on it and just let the phone do its thing - charge to 96% and use it.
As for battery life, there is a bug in the Exchange service that causes a loop and makes the CPU work much harder than normal, causing heavy battery drain. This is usually seen as high "Android OS" and high "Exchange Services" processes. I strongly suggest two things to help alleviate these issues:
1 - do not use Exchange for now, until a bug fix is released
2 - if not using Exchange, then a factory reset fixes most other issues
