Default What to do when this happens.

I had this problem also and I found a way to restore the framework-res.apk as follows:

1st. It needs the ADB command line toos android-sdk_r06-windows.zip for android cell phones.
2nd. Make an ADB folder in the C:\ drive and save the zip context in.
3rd. Connect the cell phone with the USB cable and the computer.
4th. Turn on the cell phone up to the point it freezes the factory logo.
5th. Run this script line-by-line in CMD prompt:

adb shell
su
stop
mount -o rw,remount /dev/block/stl6 /system
cp /system/framework/<renamed_file> /system/framework/framework-res.apk
reboot
exit

The <renamed_file> is the old .apk file that has been renamed accidently.
In order to find the incorrectly file name use the command: ls /system/framework/
This command will help to list the files in the directory.

Here is some helpful ADB commands:
ls
List directory

cp
Copy file or directory
Note: To copy or delete files in Android root directories you have to change the directory access mode to ‘read and write (rw)’ using command: remount rw

Example:

#remount rw

#cp /sdcard/libsec-ril.so /system/lib

#remount ro

mv
Move file or directory

chmod
Change file/directory permission

rm
Remove file or directory
