Maybe you have a V23 AND a V1 tag, and its ignoring the V23 tag.
When I say latin I actually mean the ISO/IEC 8859-1 - Wikipedia, the free encyclopedia charset
this does support á though as 0xE1 but it doesn't support Ř
You should look at your file using hexeditor like TextEdit (Windows only) or you could use my Jaikoz Audio Tagger program, download it, enable Select View/Show ID3 Tabs and Show View Pane and then you cna clearlky see what is held in v1 versus v2 tag.
