Actually, batteries such as these have no 'memory' and do not benefit from being cycled like this (in fact, it's more like the opposite, excessive wear).
I did it to calibrate my Battery Left app, but it didn't seem to work -- today again it reports 9% battery as an 'accurate' reading, whereas the OS suggests 53%. As such, this phone is useless because I can't rely on it unless I recharge it every 4 hours.

Well, you can use any app that requests the "Prevent phone from sleeping" privilege. I used the stop watch app, but of course anything that puts more load on the cpu should burn through the battery a lot faster. I guess just surfing the web or browsing youtube would be good (but personally, I can't stand doing that on the phone).

I can't say. What I can say is that my own crummy stats are heavily influenced by not being able to downgrade to 2G telephony, so if you can do that it should be better.
