If a person activates and doesn't do their first payment, You've essentially lost that promo credit.

In my store, if I activate, I require them to do their first payment in store.

I also do not use a promo code if I have a feeling that a customer may want to return the phone.

These codes also don't work with pay as you go or $2 a day unlimited.
