I don't think you can do this..
Regarding the text, the closest you'll get is for your android phone (w/Google Voice installed) to ask you which program you want to use to send the text message. So, you'll have the option of using the "messaging" program, or Google Voice. this option will present itself anytime you begin the process of texting a number. So, if you know where the 'contact' came from (the google contact, or outlook) you could select the right program for texting.
Regarding splitting the voice mail function: I just don't see how that can be done.. I am pretty sure this is not possible.. but maybe an "expert" can shed some light on this..
