Yes, it is. Not by much but it is.
It's cause you can't look at the specs plainly by comparing CPU speeds. They're all different CPUs, different graphic chips, and so on...

PSP is basically slightly stripped down version of PS2, so technicaly even though it doesn't look impressive on paper (or screen) it still is series of very specialised chips that have been designed with gaming and gaming only in mind (it even has native PSX emulation at full speed) - therefore it is better. However, the new Android devices are getting more and more powerfull and even though they have not been designed with gameplay as a goal, they will soon overpower PSP in it's own ground. Not yet though, as even though being very powerful per each component basis, they're still designed as multimedia devices with other pusposes than games considered the most important ones.
