Are you using WiFi or a mobile data connection? What error do you get when you try to sign in? Also try doing the following
1) Uninstall the app
2) Restart the device
3) Download and install the app again
Also try making a call from your computer. Log into
www.gmail.com then click "Call phone" from under Chat and install the plugin and make a call.
