Definitely not just Motorola
I realize the majority of this thread is pretty old, but since it's not entirely dead I thought I'd share my experience with this bug. I've experienced this bug on my Asus Transformer 300 and a while ago on one of my other devices, though I can't remember which one: either my HTC EVO or my Samsung Galaxy Tab 10.1. Between this and many, many other issues I've had/am having with android, I'm at the point that I've decided the only solution is to hope Windows 8 tablets can succeed where android has failed.
