We pay 20% Value Added Tax (VAT) on everything we purchase apart from the bare essentials. This includes almost EVERYTHING in the UK apart from food, childrens clothing, books etc.
There isn't a "cell/mobile phone usage" tax per se as the mobile masts are installed, operated and maintained by their respective networks and they only need to buy a license from the government to install them in specific places really...
