It was probably in the pipeline, prior to Google taking over. Google's initial influence on devices behing released at the back end of this year is more-so in the software updates and unlocking bootloaders for phones from Motorola, going forward (starting with the Photon Q).
That said, I totally agree that this particular device doesn't seem to serve a purpose, considering there'll also be the RAZR HD.
That's another thing that I think Google will show influence over. Rather than the majority of Motorola's "best" lineup being dedicated to Verizon release, I think they'll try to get the brand more available across multiple US carriers (at least the big ones).
