That's because it is an LTE phone. LTE is basically an evolution of HSPA, and it requires a SIM. It is possible to get phones like the Bionic and Razr to work on AT&T/T-Mobile in the US, but it is finicky. I have not heard of anyone doing this with the VZW GNex.

And if you went that route, you definitely need to be ok with spending time occasionally tweaking your phone. You don't just toss the SIM in and go.
