Hopefully legislation like this proposed bill will help:

Preventing another Carrier IQ: Introducing the Mobile Device Privacy Act | ExtremeTech

Of course, any such bill will require scrutiny to ensure that the government and corporations aren't twisting it to suit their own agendas...
