I think some definitions are needed. OC means Over Clocking and that is using an after-purchase technique to increase the clock speed from what was guaranteed by the manufacturer. It requires root-ing and violates the terms of most warranties.

The manufacturer measures the maximum clock speed and then guarantees it to a lesser value. They measure each device to see if it falls into an acceptable range above what is guaranteed before they release it for sale. If it fails when running at the guaranteed speed then they provide a replacement while you are under warranty.

In the reference provided I think they increased the clock speed covered by the warranty.

In everything I've read about the ICS leaks it seems that some people re getting 1.0 GHz and some people are getting 1.2 GHz with the same leak for no apparent reason. The Bionic was always advertised as 1.0 GHz. The Razr was always advertised as 1.2 GHz.
