Default Extreme lag issues after factory reset

I was using the droid razr with ics with no issues up until last week. I want to give the phone to my girlfriend so I did a factory reset and logged in with her google account, etc. We installed just a few apps and it became VERY laggy. Every swipe of the screen lags, every menu lags, etc.

I tried to do another factory reset the standard way (settings/privacy/factory reset) but it doesn't work. When I select 'reset phone' and then 'erase everything' it does doesn't do anything. So I did a factory reset by logging into the startup menu (holding down both volume buttons then the power button) and that worked. Although I was able to reset the phone again, it is still very laggy. Something is clearly not right. Also, I still cannot reset it the standard way. I've decided to sell it now but I can't sell it working like this.

I bought it from Verizon last December. Is it covered under warranty? I have a feeling the Verizon rep on the phone won't replace it for software issue.

Any suggestions on how to proceed?

If this thing were a computer, I would just reinstall the OS.

Edited to add: Also, ever since the factory reset, this thing just reboots every half hour or so by itself. Weird behavior.
