Phones like the galaxy nexus don't have the home/back/menu/recent apps buttons on the phone, so it has on screen keys so you can navigate the phone. It allows the phone to be shorter and just a screen. People like the soft keys for cosmetic reasons so they enabled them. They could help improve battery life if you use them instead of having the light on the hard keys.
