But rule 99.2 subsection b. quite clearly states that his ability to make rules only applies whilst living. Once dead, clause 44 kicks in that states, and I quote:

"His holy Trebness forfits all rights and abilities to create his own rules (as according to rule 87.f) as a living, breathing member of the human race, until such time that he is claimed by the queen of the dammed as her personal slave and doomed to serve her every desire"
