The difference is the launchers LG and Samsung use. I haven't used stock 2.3 in a while so I'm not sure if TouchWiz can sort the icons in groups. If you open the app drawer and then press menu you can get options for the app drawer and launch bar.

Other launchers can reorganize the app drawer like Go Launcher or ADW.
