^^^ Try psycho's suggestion, but also, if you decompile the stock UOT theme zip and open the "framework" folder, you'll notice that there's two files: the "framework-res.apk", and an "android.policy.jar" file. According to Chev, that .jar file is necessary for the power menu to work correctly. So what you do is after you finish cooking your theme in UOT, you copy that .jar file over from the stock theme into the "framework" folder in the newly created theme zip. You should be able to just drag-n-drop, but I like to decompile the zip, make changes, then recompile mostly out of habit and paranoia (I've had CWM refuse to flash zips correctly if not entirely because what a certain manifest file said was available and what was actually there didn't match).
