Even if Motorola does start installing JB in the phones they are building now, I'm sure there are 10s of thousands of Razr HD's and Maxx HDs already in the supply pipeline that still have ICS as its OS.

But my guess is they will continue to install ICS at the manufacturing facility and let the OTA upgrade system handle the upgrade to JB.
