Interesting. I have found that this step can be completed before or after your actually flash the ROM.

When running that fastboot command do you actually get returned output that it finished in seconds? If you didn't, then I don't think it was successful.

After booted in Fastboot on the phone and USB connected, the screen on the phone should say Fastboot USB in RED. then run the command fastboot devices and see if one device is returned.

If all of the answer to all these things is yes, then I'm not sure what else to try.
