Considering that Samsung sees the Note series as being the new flagship series (sorry S3, sorry Nexus) its easy to come up with specs that will blow everything out of the water and keep it as a flagship device.
(granted flagship is a term overused since most manufacturers come out with devices every few months and each one is labeled flagship)

The 13mp camera that was suppose to be in the Note II will be in the Note III
Unbreakable glass (which is rumored to be in the S4)
2.0GHz Exynos 5450 quad-core (Cortex A15) processor (although I would love to see the 8-core big.LITTLE ARM, but thats for Note 4.)

While I agree that the Note 2 is the better phone, I think Samsung considers the S series the flagship phone for the mainstream consumer. But I'm with you on the Note series being the phone that blows everything out the water. Next year I'm going to pick between the GS4 or the Note 3. My dicision will all depend if I'm patient enough to wait for the next Note lol.
